Responsibilities

The Chief Financial Officer (CFO) serves as a highly visible and integral member of the executive team and is accountable for planning, oversight and management of all financial operations in a manner consistent with the vision and goals of Grand View Health. Reporting to the Chief Executive Officer (CEO), this executive will serve as an operational CFO who is highly engaged as a partner in effectively managing the development of strategic financial plans, program-specific business plans and annual operating and capital budgets. The CFO will focus on developing analyses and implementing programs to improve operations and financial performance.

LEADERSHIP & STRATEGY
  • Serve as a business partner and advisor to the CEO, executive leadership team and Board to assess organizational performance against both the annual budget and long-term strategy.
  • Develop tools and systems to provide critical financial and operational data to the CEO, executive team and departmental leaders and make actionable recommendations on both strategy and operations.
  • Provide support in the development of Grand View Health's strategic plan. Support the evaluation of strategic options and the market for growth and development opportunities. Ensure strategic goals are linked to finance and leadership performance targets.
  • Collaborate with the executive team, department leadership, Board and internal/external stakeholders to align operations with strategic goals.
  • Provide visible leadership and direction to three direct reports and, through their supervision, approximately 48 FTEs in Fiscal Services, Accounting & Reporting, Patient Accounting, Materials Management and Property Management.
  • Provide collaborative leadership and influence to operational areas affecting financial outcomes, including Revenue Cycle, Case Management, Patient Access, etc.
  • Contribute to the development of a high-performing organization by conducting recruitment, selection, evaluation and ongoing development of key finance and business system managers and staff members.

FINANCIAL OPERATIONS
  • Lead Grand View Health in the development and implementation of capital and operating budgets. Partner with the GVH leadership team in developing performance targets, reporting variances and creating remediation plans.
  • Perform operational assessment to identify opportunities to improve financial performance (e.g., revenue cycle).
  • Recommend, develop and facilitate the implementation of policies and measures to enhance revenue, improve efficiency and reduce operating costs.
  • Support the capital plan development by participating in decision making related to deployment of financial resources to drive strategic initiatives.
  • Implement financial performance reporting systems. Ensure timely and accurate reporting of financial metrics, including drafting a monthly management report.
  • In concert with the Finance Committee of the Board of Trustees, develop, negotiate and maintain a cash management and investment program for all funds and other assets of GVH, including temporary, endowment, capital and pension assets.
  • In coordination with Human Resources leadership, manage the defined benefit pension and other organizational retirement programs, monitor restricted funds owned by intra-hospital associations, and partner in the strategy and execution of self-insured employee health insurance programs.
  • Manage public and tax-exempt debt.
  • Manage Grand View Health's public debt and interest expense optimization transactions.
  • Participate in negotiation and oversight of all contracts with managed care and other third-party providers.
  • Negotiate reimbursement issues with respect to Medicare, Medicaid, Blue Cross and all other purchasers of hospital services on a contractual basis.
  • Work in close collaboration with accounting firms conducting audits as required by the hospital, governmental agencies and third-party payers.
  • Prepare required tax reports to state, local and federal agencies to ensure proper financial status of the organization as to tax exemption and grant rights.
  • Negotiate to ensure all system assets are properly insured against loss or liability including, but not limited to, property and casualty, malpractice, equipment and vehicles.
  • Act as a primary liaison with the external public accountants, consultants and outside banking relationships.
  • Oversee the issuance of audited financial statements and appropriate disclosure to maintain public debt in good standing.
  • Ensure overall financial viability of the organization, including management of GVH's debt and interest expense optimization transactions and providing direction to ongoing internal audit functions.
  • Ensure financial activities are in compliance with established legal and regulatory rules and laws.

Qualifications

Qualifications
  • Bachelor's degree in Accounting, Business Administration, Finance or a related discipline is required. MBA or CPA is strongly preferred.
  • A minimum of ten (10) years of progressive experience in financial management and leadership with an acute care hospital or health system.
  • Highly collaborative with the ability to cultivate relationships with a variety of constituencies, e.g., physicians, administration and board.
  • Success with developing and implementing operational improvement plans.
  • Experience with developing decision support tools and systems to provide critical financial and operational data to key stakeholders.
  • Strategic financial analysis and program budgeting skills, particularly as they relate to building new programs, developing partnerships/joint ventures and generation of new revenue.
  • Knowledge and understanding of information systems, data management and statistics. Skill in partnering with information system department staff to provide timely data.
  • Experience managing relationships with third-party payers and negotiating with major commercial payers (e.g., IBC) and those offering risk management contracts, capitations and managed care arrangements.
  • Background in overseeing business arrangements, such as managing return on investments and developing complex fiscal arrangements with hospital partners in various joint venture arrangements.
  • Demonstrated knowledge and skill in the areas of health insurance and professional liability insurance. Knowledge of insurance products, self-insurance and offshore captive arrangements.
  • Leadership approach and philosophy that respects people with diverse backgrounds and that values teamwork, transparency and a shared vision and purpose.
